In fact once a city gets captured it will be surrounded by green tiles. You can maximise the area you greenify by sending a recon plane to the edge of a green area. This will allow you to greenify a 3x3 area around that edge. This requires you to put a skill point into the profession skill that increases the area of your greenification! Moving diagonally will give you the fastest way to greenify a large area with the least amount of stamina used.

- Adjacent Expansion Only: You can only greenify sand lands that are adjacent to existing greenified areas

Getting them above 80% does not seem to help towards the overall percentage goal either; once they have a green checkmark they are counted.
